PROJECT CONTEXT
The Government of India (GoI) signed the Stockholm Convention on Persitent Organic Pollutants (POPs) on 14 May 2002 and ratified it on 13 January 2006. India has committed to fulfill its obligations under the Convenion, prepared its National Implementation Plan (NIP) and submitted it to the Secretariat of the Stockholm Convention on 21 April 2011. The Programme Framework Document (PFD) approved by the GEF Operational Focal Point of India (MOEFCC) on October 7, 2010, identified six (6) projects that rank as top priority of the India NIP, among them is identifying and introdcuing alternatives to DDT.
A large section of India’s population suffers from a significant disease burden from vector borne diseases in the form of morbidity and mortality from malaria, kala-azar (visceral leishmaniasis), filariasis, apanese encephalitis, dengue and chikungunya. To address the above, the National Health Policy (2002) set a goal of reducing malaria, dengue and Japanese encephalitis mortality by 50 % by 2010 and eliminating kala-azar and lymphatic filariasis by2015. The GoI through the National Vector Borne Disease Control Programme (NVBDCP) is enhancing its alternative vector control strategy based on Integrated Vector Pest Management (IVPM), including the following interventions: biological control; chemical control; environmental management; all in combination with legislative measures and alternative approaches. Under the NVBDCP all the components of IVPM have been introduced to reduce the reliance of DDT in public health. All efforts need further development, scale enlargement and further support.
The planned phase out of DDT production and use is an established priority by the Government. The quantity of DDT for use in public health is decided every year by a Mandate group of experts constituted by the Government under the Chairmanship of the Union Secretary of
Health & Family Welfare with members from NITI Aayog, Department of Biotechnology, Department of Agriculture & Cooperation, Directorate General of Health Services and Directorate of NVBDCP to decide on the annual usage and procurement of DDT for use against malaria and Kala Azar.
The APC would work under direct supervision of Director, HSMD MOEFCC who is the designated National Project Coordinator (NPC). From UNIDO side, APC would be supervised by the UNIDO project manager and the UNIDO Representative based at the UNIDO Regional Office in New Delhi. APC is expected to perform the following duties:

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Post Graduate (Master) degree in Bio-science/Agriculture with pesticides specialization or Engineering graduate degree (B.Tech) in Environment Sciences
The activities involved are highly technical and scientific requiring supervision by a technically qualified person. Past experience dealing with project implantation especially with hazardous chemicals/pesticides would be desirable.
Languages: Fluency in written and spoken English and Hindi
