Ensuring efficient, responsive, accountable and transparent governance improves service delivery. This requires the effective implementation of policies, laws and programmes. Strong monitoring mechanisms, active citizen participation, convergence of Government institutions and programmes and capacity building of service delivery personnel can help the delivery of pro-poor services.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/2″][vc_column_text]

Our Goals

[/vc_column_text][vc_separator css=”.vc_custom_1473921438752{margin-top: -35px ;margin-bottom: 10px ;}”][vc_column_text]The Government of India’s 12th Five Year Plan with its focus on faster and more inclusive growth, articulates the need for improving implementation, accountability and service delivery. In support of the national priorities, the United Nations in India is focusing on strengthening governance systems and key government schemes with a view to enhance the realization of the rights of marginalized groups, especially women and children. Towards this end, the UN in India aims to work with Government partners to develop a checklist of indicators to measure administrative efficiency and accountability.[/vc_column_text][vc_column_text]

The United Nations Convention against Corruption (UNCAC), which entered into force in December 2005, is the ever-first binding global anti-corruption instrument. It obliges the States to prevent and criminalize different corrupt practices, promote international cooperation, cooperate for the recovery of stolen assets and enhance technical assistance and information exchange. The Convention addresses both the public and private spheres and provides a set of comprehensive agreed-upon obligations and provisions to criminalize corruption and enhance transparency and accountability. In order to monitor the progress in the implementation of the Convention, Member States have agreed to conduct “peer-review mechanisms” among themselves, for which UNODC acts as a Secretariat. In May 2011, the Government of India ratified the UNCAC.

Women workers registered under the Mahatma Gandhi National Rural Employment Guarantee Act in Bhilwara, Rajasthan use a biometric-powered Peoples Information kiosk to access information on their employment under the Scheme. The touch-based, sound system empowers people registered under the Scheme to easily find out about their entitlements, wages due and importantly, public works underway in their localities.

The Report on Probity in Public Procurement presents the findings of two research initiatives carried out under the ‘Public Private Partnership for Probity in Public Procurement’ project. The first is an assessment of Indian legislation to assess compliance with the UNCAC. The second is a survey of current practices, grassroots challenges and training needs to identify gaps in practice. The report is published by UNODC.

MGNREGA Sameeksha: An Anthology of Research Studies on the Mahatma Gandhi National Rural Employment Guarantee Act 2005

This book, MGNREGA Sameeksha: An Anthology of Research Studies on the Mahatma Gandhi National Rural Employment Act, 2005, is an analytical anthology of all major research studies done on MGNREGA that were published in academic journals or came out as stand-alone reports. The book has been published by the Ministry of Rural Development, Government of India. In partnership with the Ministry of Rural Development, Government of India, UNDP is supporting the operationalizing of the National Rural Guarantee Programme that aims to address some of the challenges in implementing MGNREGA, the world’s largest employment guarantee scheme.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]
